Description

We have a custom field in our seeds, but we mainly need to provide a possibility to show (new) users the gdpr declaration before signing up as a member

Add an optional string attribute to custom fields "Description for self-sign-in"

Acceptance criteria

In the /join view I can have a checkbox that reads like "hereby I confirm the GDPR (external Link included)"
The same value will be shown as caption when hovering over the field in the member detail view
default seeds updated to shorten "Datenschutzerklärung akzeptiert" to "DSGVO"
external Links in the description can be evaluated
We don't cover a possibility to create static sites (like a gdpr declaration) yet
